Transportation Planning

The Pennyrile Area Development District (PeADD) plays a key role in supporting transportation planning efforts across our region. While the Area Development Districts (ADDs) focus primarily on planning for Kentucky’s rural areas, our Metropolitan Planning Organization (MPO) partners take the lead in the nine designated urbanized areas. Together, these collaborative efforts ensure that the needs of all communities, both rural and urban, are considered in statewide transportation strategies.
Transportation planning within the Pennyrile region addresses all modes of travel, including air, water, rail, highway, transit, pedestrian, and bicycle. Because transportation systems often extend beyond district boundaries, coordination between the ADD, MPOs, and the Kentucky Transportation Cabinet’s Highway District Office (HDO) is essential.
The Pennyrile Area Development District is made up of nine western Kentucky counties: Caldwell, Christian, Crittenden, Hopkins, Livingston, Lyon, Muhlenberg, Todd, and Trigg. To ensure regional voices are heard, the Pennyrile Regional Transportation Committee actively supports the Kentucky Transportation Cabinet’s statewide long-range planning process. This committee helps identify, evaluate, and prioritize transportation needs, laying the groundwork for potential future projects that enhance mobility, safety, and economic development across the Commonwealth.
