The Division of Program Management processes state and federal funding programming documents and prepares the KYTC Highway Plan (SYP) and KYTC Statewide Transportation Improvement Program (STIP). The division also maintains the Cabinet's Program Delivery Platform (PDP) application and the KYTC Project Managers Toolbox. Other duties performed by the division include creating special ad hoc reports and exhibit maps.
The Strategic Highway Investment Formula for Tomorrow (SHIFT) is the Kentucky Transportation Cabinet's data-driven, objective approach to compare capital improvement projects and prioritize limited transportation funds.
The Kentucky Office of Highway Safety works specifically to save lives by reducing Kentucky’s highway crashes, injuries, and fatalities through relevant data-driven, outcomes-based approaches and effective program delivery.
The Long-Range Statewide Transportation Plan is a 20+ year multimodal plan for Kentucky's transportation system produced by the Kentucky Transportation Cabinet and required through the federal transportation reauthorization acts, ISTEA in 1991, TEA-21 in 1998, SAFETEA-LU in 2005, MAP-21 in 2012, FAST Act in 2015, and the IIJA in 2021. Federal legislation required the states to produce the first Statewide Transportation Plan by 1995 and to update the document periodically.
Use the Kentucky Transportation Report and Analysis for Kentucky (TRAK) to transform complex data into actionable insights. Unlock data-driven insights across construction, safety, program management, and system mobility.

This study was conducted with the goal of identifying alternatives that provide a constructable and affordable structure that will improve safety and the standard load capacity of the bridge as well as maintain traffic flow during construction.
Scoping study for improvements to US 41A from Kingdom Hall Road in Hopkins County to KY 670 in Webster County. (2012)
Eddyville to Henderson, Kentucky - Proposed Interstate 69 Strategic Corridor Planning Study.
The purpose of this Alternatives Study is to gather critical information necessary to develop and evaluate alternatives for the possible reconstruction of a portion of US 641 in Lyon and Caldwell Counties. The southern terminus for the proposed project is from I-24 or the Wendell H. Ford Western Kentucky Parkway (hereafter referred to as the Ford Parkway) at or near Eddyville in Lyon County. The northern terminus is the proposed improved section of US 641 north of Fredonia in Caldwell County, for which the design phase has been completed. 2005
Directly west of Guthrie, Kentucky is a triangular area known as Tiny Town where US 41, US 79, KY 181, KY 294, and KY 2128 come together. This junction of roadways results in a less than efficient “knot” of intersections with multiple existing safety concerns. (2011)
The purpose of the study was to identify and examine transportation issues related to safety and congestion in the city and its surrounding area. (2013)
The purpose of this study is to identify transportation issues in coordination with stakeholders and to develop prioritized improvement concepts. (2014)
This Abbreviated Interchange Justification Study examines a full interchange with I-24 at KY 107 and represents the first phase of the FHWA Interchange System Access Policy to determine engineering and operational acceptability of this proposed access change. (2013)
This interstate deficiencies study is to identify and evaluate potential improvement options to upgrade the Edward T Breathitt Parkway to interstate standards for inclusion into the interstate system. The study area limits are from I-24 in Christian County approximately 34 miles north to the I-69/Western Kentucky Parkway (WKP) interchange in Hopkins County.
The Kentucky Transportation Cabinet (KYTC) initiated a corridor planning study in June 2016 to analyze access from Interstate 24 (I-24) in Christian County to the Industrial Park (Commerce Park) located northwest of the city of Pembroke, Kentucky on US 41. The purpose of this project is to improve safety and mobility of traffic, especially freight traffic,
to and from I-24 and Commerce Park. (2018)

The purpose of the study was to determine the feasibility of providing a safe and cost effective facility for bicyclists along approximately 3.7 miles of KY 109 from Old Hospital Road to Old KY 398 Road. This would create a link for cyclists between Dawson Springs to near Pennyrile Forest State Park.
US 62 Intermediate Planning Study was agreed upon to observe different solutions to the current and future needs of the facility from KY 189 to KY 181. (2003)
