Celebrated every May, Older Americans Month (OAM) is led by the Administration for Community Living (ACL). Established in 1963, OAM is a time to recognize older Americans' contributions, highlight aging trends, and reaffirm commitments to serving older adults in our communities.

This year’s theme, “Champion Your Health,” focuses on prevention, wellness, and personal responsibility as cornerstones of healthy aging. It encourages older adults to take an active role in their health — advocating for themselves, accessing preventive care, and making informed decisions that support independence.

This Older Americans Month, communities and individuals alike can take steps to champion health and advance healthy aging.

The Pennyrile Area Development District (PeADD) and Pennyroyal Hospice are hosting a free Dealing with Dementia workshop on Friday, April 24, from 8:00 am to 12:00 pm at the PeADD office located at 300 Hammond Drive, Hopkinsville, KY. This workshop will help individuals navigate the unique challenges of caring for someone with dementia by helping them understand the condition, manage problem behaviors, and handle the stress associated with caregiving.

A family caregiver stated, “I wish this guide and training had been available when I was caring for my mother with vascular dementia.  Following the suggestions in this guidebook will make a big difference for the caregiver and the person receiving care.”

The Pennyrile Area Development District (PeADD) is taking a bid from the public on a 2020 Ford Explorer – white in color.  The approximate mileage vehicle is 119,000 miles.

Bids will be received through the close of business (4:30 p.m.) on March 31, 2026.  No bids under $13,000 will be considered.  PeADD reserves the right to reject any or all bids.  The vehicles can be inspected at the PeADD office located at 300 Hammond Drive in Hopkinsville, KY during regular working hours, which are 8am – 4:30pm, Monday through Friday.  Please contact Alisha Sutton at (270) 886-9484 if you would like to schedule an inspection.  All vehicles are sold as is and where is.  The successful bidder will be required to remit payment within five (5) business days after notice of successful bid.  Any and all taxes due on the sale of the vehicles shall be paid by the successful bidder.  Payment must be by cashier check, certified check or Money Order made payable to the Pennyrile Area Development District.

The Area Plan is a public document that outlines how the Pennyrile Area Agency on Aging and Independent Living will administer and deliver aging and adult services within the planning and service area. Written in clear, accessible language, the plan reflects agency operations, regional services, and the goals of the aging network, supported by visual aids to improve understanding.

Required under the Older Americans Act of 1965, the Area Plan for State Fiscal Years 2027 - 2029 represents a three-year planning cycle and is submitted to the State for approval. It documents service outcomes, identifies best practices, outlines coordination and advocacy efforts for populations with the greatest need, and establishes goals and objectives for the plan period.

Public input is an important part of this process. Community members and partners are encouraged to review the Area Plan and submit comments to help ensure it reflects regional needs and priorities.  

The draft plan is available for review below.  A public hearing will be conducted at the PeADD office on February 24, 2026, at 9:00 AM CST.  All interested parties are encouraged to review the draft plan and provide comments.

The Pennyrile Health & Family Services Department is conducting a regional Needs Assessment to better understand the needs of older adults and individuals with disabilities across Caldwell, Christian, Crittenden, Hopkins, Livingston, Lyon, Muhlenberg, Todd, and Trigg counties. The information gathered will guide future planning and help demonstrate the need for essential programs and services in our communities.

The Pennyrile Area Development District (PeADD) is seeking proposals from qualified vendors to provide an Electronic Timesheet Portal designed to manage and streamline timesheet entry, approval, and payroll data export for the Veterans Directed Care (VDC) Program. This program serves veterans referred by the Department of Veterans Affairs Medical Centers (VAMCs) who receive assistance managing their care services. The portal will support both veterans who serve as their own employer of record and those who appoint a representative to serve in that capacity.

It’s that special time of year again.  It’s time to share joy and brighten someone’s holiday!

The Forgotten Angels Project is now in its 19th year of serving residents who live in Personal Care Homes. These residents are often younger and may live with mental illness rather than physical limitations. Sadly, they are also among the most overlooked by friends, family, and society. This project ensures they are remembered and celebrated during the holiday season.

How It Works

• Each resident is asked to share one wish, $25 or less.
• Their anonymous wish is placed on the Forgotten Angels Tree at the PeADD office.
• Community members and groups are invited to “adopt” an angel either by stopping by the office or by calling/emailing to have angels sent to you.

Stocking Stuffers
In addition to fulfilling one wish, many people also choose to donate stocking stuffers. These include snacks, small games, stationary, socks, gloves, and personal care items. Some donors fill a large holiday bag with extra goodies to accompany their angel’s gift.
A full list of stocking stuffer ideas is included on the back of this handout. Donations of items or monetary contributions are also welcomed.

The Pennyrile Area Development District (PeADD) was awarded the prestigious Kentucky Emergency Management Association (KEMA) Catalyst Award during the Kentucky Emergency Services Conference on September 4, 2025, in Louisville.

The Catalyst Award recognizes outstanding leadership in advancing emergency management and disaster resilience. PeADD earned the honor for its innovative efforts to strengthen emergency preparedness across its nine-county region. Through a grant from the U.S. Economic Development Administration, PeADD equipped each county Emergency Manager with state-of-the-art drones to improve response capabilities during both natural and man-made disasters. The grant also supported the creation of a dedicated Disaster Resilience Coordinator position, designed to enhance communication and coordination between county officials and emergency management directors.

“This award is a reflection of the incredible partnerships we have with our local leaders, emergency managers, and state agencies,” said Jason Vincent, PeADD Executive Director. “Our mission has always been to strengthen communities through collaboration and innovation, and this recognition reinforces the importance of investing in resilience. We are proud to help ensure that the Pennyrile region is better prepared to respond to whatever challenges may come our way.”

This recognition underscores PeADD’s ongoing commitment to resilience, innovation, and collaboration with local, regional, and state partners.

Across the country, residents of nursing homes and other long-term care facilities along with family members, Ombudsman program representatives, citizen advocates, facility staff, and others will honor the individual rights of long-term care residents by celebrating Residents’ Rights Month. Residents’ Rights Month is an annual event held in October by the National Consumer Voice for Quality Long-Term Care (Consumer Voice) to celebrate and focus on awareness of dignity, respect, and the value of long-term care residents.  

Residents have the right to self-determination and to use their voice to make their own choices. This year's Residents' Rights Month theme, Stand with Me, highlights the importance of solidarity and support for residents who stand up and advocate for their rights, as well as the value of encouraging the community to join residents in sharing their voices.

The Nursing Home Reform Law, passed in 1987, guarantees nursing home residents their individual rights, including but not limited to: individualized care, respect, dignity, the right to visitation, the right to privacy, the right to complain, and the right to make independent choices. Residents who have made their home in other types of facilities

The National Long-Term Care Ombudsman Program has worked for nearly 50 years to promote residents’ rights daily. More than 3,400 volunteers and 1,500 paid staff are advocates for residents in all 50 states plus the District of Columbia, Guam, and Puerto Rico. Authorized under the Older Americans Act and administered by the Administration on Aging/Administration for Community Living, the program also provides information on how to find a facility, conducts community education sessions, and supports residents, their families, and the public with one-on-one consultation regarding long-term care.

The Pennyrile Area Development District (PeADD) is pleased to announce that the City of Madisonville has been awarded more than $1.3 million through the Delta Regional Authority’s (DRA) Community Infrastructure Fund (CIF) to support a vital water infrastructure project that will benefit the region for years to come.

This investment will support the installation of a new public waterline serving two transformative developments in Madisonville, a regional training center and a power generation facility. Together, these projects represent a $180 million private investment and will strengthen regional resilience, enhance public safety capacity, and expand economic opportunity across 20 counties in the region.

The CIF program is one of DRA’s primary investment tools aimed at addressing unmet public infrastructure, transportation, and flood control needs across the lower Mississippi Delta and Alabama Black Belt regions. This year, nearly $29 million is being distributed to support 24 projects across seven states, including Kentucky, Alabama, Arkansas, Illinois, Louisiana, Missouri, and Mississippi.

“To be selected for this competitive funding is a testament to the strength of regional partnerships and the forward-thinking leadership in Madisonville,” said Jason Vincent, Executive Director of PeADD. “This project will bring long-term economic and community benefits, and we’re proud to have played a role in helping secure this important investment.”

Pennyrile Area Development District (PeADD) is seeking proposals from qualified contractors to provide comprehensive lawn care and landscaping maintenance services for the property located at 300 Hammond Drive, Hopkinsville, KY 42240.

Services are to begin on or around September 1, 2025, for a term of one year with an option for renewal based on performanceServices to be provided include, but are not limited to:

• Mowing: Weekly mowing during the growing season, bi-weekly or as needed in the offseason
• Edging and Trimming: Around sidewalks, driveways, curbs, and buildings
• Weed Control: Regular treatment of landscaped areas, beds, and hardscapes
• Pruning: Shrubs and small trees as needed to maintain shape and health
• Leaf Removal: Fall cleanup and removal of leaves and debris

Kentucky Infrastructure Authority KYWWATERS Program
Kentucky WWATERS program was created by House Bill 563 of the 2024 Regular Session of the Kentucky General Assembly to provide a funding application and evaluation process for troubled or economically restrained public water and wastewater systems to seek funding from the General Assembly. Types of assistance available: grants, loans, nointerest loans, or forgivable loans. Financing proceeds may be used for capital and non-capital expenditures; emergency funding available for projects relating solely to restoring or avoiding imminent interruption of utility service provided by a public water or wastewater system. Loan terms and repayment will be structured to meet the payment ability of the system. Project must have a project profile listed in the Water Resource Information System (WRIS) Portal.

Delta Regional Authority CIF Supplemental Disaster Recovery Funding (SDRF)
SDRF program focuses on infrastructure recovery and resilience-building within DRA counties impacted by a federal disaster declaration during calendar years 2023 and 2024. Program provides funding for projects related to basic public infrastructure such as water/wastewater system improvements and electrical infrastructure, transportation infrastructure for the purpose of economic development, and flood control projects such as building or reinforcing levees and/or installing drainage systems.
Application deadline: August 2, 2025
Application Minimum: $500,000 Maximum $2,000,000
Match: not required

Delta Regional Authority Strategic Planning Program
Program will give public entities access to strategic planning funds to address long-standing issues and develop a roadmap for economic growth and opportunity. Applicants for this program have the autonomy to apply for a plan that fits the unique needs and challenges in their community. Eligible plans include, but are not limited to, economic development plans, utility rate studies, transportation plans, workforce development plans, and broadband deployment plans.

Economic Development Administration – FY2025 Disaster Supplemental Program
Program provides funding for projects that transform local economies after disasters, with an emphasis on improving communities’ economic outcomes and resilience to future disasters. Funding opportunity encourages broad-based local engagement and places special emphasis on projects that involve private industry in disaster recovery and economic renewal to ensure the maximum impact for taxpayer funding to support communities. Applicants can choose from three funding pathways based on their recovery stage, capacity, and long-term development vision.
Community Development Block Grant
Program provides assistance to communities in revitalizing neighborhoods, expanding affordable housing and economic opportunities, infrastructure improvements, and providing and/or improving community facilities and services.

Economic Development Administration – Economic Adjustment Assistance Program
Program provides investments that support a wide range of non-construction and construction activities in regions experiencing severe economic dislocations. EDA supports bottom-up strategies that build on regional assets to spur economic growth and resiliency.

G.R.A.N.T. – Government Resources Accelerating Needed Transformation
State funded matching program to help Kentucky counties, cities, non-profits and public service providers secure and implement federal grant projects. Project must be tied to a federal grant requiring a local match, or a DRA project where match enhances competitiveness. Acceptable uses include infrastructure, economic revitalization, utilities, broadband, recreation, tourism, childcare, and more public-benefit activities.
Application deadline: applications accepted on a rolling monthly basis, due the 1st of each month

If you’re a Medicare beneficiary living on a fixed income, there’s good news — you may be eligible for programs that help reduce your healthcare costs. The Medicare Improvements for Patients and Providers Act (MIPPA) offers valuable assistance through Medicare Savings Programs (MSPs) and the Low Income Subsidy (LIS), also known as Extra Help.

What is the Medicare Savings Program (MSP)?
The MSP helps eligible individuals pay their monthly Medicare Part B premium — and in some cases, additional Medicare costs. If you are struggling to afford healthcare and meet the following income and resource limits, you might qualify:

• Monthly Income Limits for MSP
• $1,781 for a single person
• $2,400 for a couple
• Resource Limits for MSP
• $9,660 for a single person
• $14,470 for a couple

• $1,903 for a single person
• $2,575 for a couple

• $17,600 for a single person
• $35,130 for a couple

On Monday, June 9, 2025, the Pennyrile Area Development District (PeADD) hosted its 56th Annual Dinner Meeting at The Bruce Convention Center in Hopkinsville. The event celebrated more than half a century of regional collaboration, economic progress, and community impact across western Kentucky.

With this year’s theme There’s No Place Like the Pennyrile, the evening took guests on a journey of discovery, resilience, and the power of coming home, symbolic of the partnerships and perseverance that have shaped the region’s success. The event brought together local leaders, public officials, regional partners, and community members for a night of recognition and reflection.

Throughout the evening, PeADD presented several service awards to board members and staff and honored the legacy of regional cooperation with the John C. Mahre Regionalism Award, named in memory of John Mahre, a lifelong advocate for community advancement and regional unity.

PeADD proudly recognized Elizabeth McCoy and Planters Bank as the 2025 recipients of the John C. Mahre Regionalism Award. Under McCoy’s leadership, Planters Bank has gone beyond the role of a financial institution to become a driving force for regional prosperity. Through community investment, philanthropic support, and a spirit of collaboration, McCoy and her team have embodied the ideals of regionalism and shared progress that Mahre held dear.

“Elizabeth McCoy and Planters Bank have consistently demonstrated that when one part of our region thrives, we all benefit,” said Jerry Gilliam, Christian County Judge/Executive. “Their work has built bridges across boundaries and created opportunities that strengthen our entire region.”

The keynote address was delivered by Melody Warnick, nationally recognized author and expert on place attachment and community engagement. Warnick, author of This Is Where You Belong and If You Could Live Anywhere, offered powerful insights into how communities can attract, retain, and inspire residents in an increasingly mobile and remote-work world. Her words resonated deeply with the evening’s themes of connection, belonging, and future growth.

The event was generously sponsored by Planters Bank of Hopkinsville, whose continued support of regional development efforts reflects the very spirit of the evening’s celebration.
The 56th Annual Dinner Meeting served as a heartfelt reminder that the strength of the Pennyrile region lies in its unity. PeADD extended its gratitude to all attendees for their continued support, vision, and commitment to building a stronger future together.

Every May, the PeADD participates in the nation’s observance of Older Americans Month (OAM), a time to recognize older Americans' contributions, highlight aging trends, and reaffirm our commitment to serving older adults.

The 2025 theme, Flip the Script on Aging, focuses on transforming how society perceives, talks about, and approaches aging. It encourages individuals and communities to challenge stereotypes and dispel misconceptions. This year, join us in honoring older adults’ contributions, exploring the many opportunities for staying active and engaged as we age, and highlighting the opportunities for purpose, exploration, and connection that come with aging.
