Mahre Regionalism Award. Students learned about residents' rights, the Ombudsman Program's advocacy role, and how ombudsmen work to resolve concerns while promoting dignity, respect, and quality of life for older adults.<br><br>In addition to discussing resident rights, Tabor provided training on elder abuse awareness. Students learned to recognize the warning signs of physical, emotional, financial, and neglect-related abuse, along with the importance of reporting suspected abuse promptly. As these nursing students prepare to enter the healthcare profession, understanding how to identify and respond to elder abuse is essential to protecting vulnerable adults.<br><br>"The opportunity to educate future nurses is an investment in the quality of care our older adults will receive for years to come," said Tabor. "By helping students understand resident rights and the role of the Ombudsman Program early in their careers, we are building stronger advocates for those living in long-term care."<br><br>The Pennyrile District Long-Term Care Ombudsman Program appreciates its ongoing partnership with Hopkinsville Community College and Karen Scharber. Working together helps ensure that tomorrow's healthcare professionals are equipped with the knowledge and compassion needed to protect the rights, safety, and well-being of Kentucky's long-term care residents.<br><br>Interested in making a difference? After 11 years with PeADD, Swaw now assumes the agency's top financial leadership role as Sutton prepares to retire on July 31 following 25 years of dedicated service to the organization.<br><br>As Chief Financial Officer, Swaw will oversee the agency's financial operations by developing and implementing effective management systems and directing the accounting, budgeting, and bookkeeping functions that support the organization's programs and services across the Pennyrile region.<br><br>"I am grateful for the opportunity to serve PeADD in this capacity and appreciate the confidence that has been placed in me," said Swaw. timesheet entry, approval, and payroll data export for the Veterans Directed Care (VDC)
Program. This program serves veterans referred by the Department of Veterans Affairs
Medical Centers (VAMCs) who receive assistance managing their care services. The portal
will support both veterans who serve as their own employer of record and those who

These residents are often younger and may live with mental illness rather than physical limitations. Sadly, they are also among the most overlooked by friends, family, and society. This project ensures they are remembered and celebrated during the holiday season.<br><br><b>How It Works</b><ul style="margin-left: 20px;"><li><div>Each resident is asked to share one wish, $25 or less.</div></li><li><div>Their anonymous wish is placed on the Forgotten Angels Tree at the PeADD office.</div></li><li><div>Community members and groups are invited to “adopt” an angel either by stopping by the office or by calling/emailing to have angels sent to you.</div></li></ul><br><b>Stocking Stuffers</b><br>In addition to fulfilling one wish, many people also choose to donate stocking stuffers. These include snacks, small games, stationary, socks, gloves, and personal care items. Some donors fill a large holiday bag with extra goodies to accompany their angel’s gift.<br>A full list of stocking stuffer ideas is included on the back of this handout. Donations of items or monetary contributions are also welcomed.<br><br>Please return all gifts unwrapped to the PeADD office by <b><u>Monday, December 15, 2025.</u></b><br><br><b>Make a Difference</b><br>With your help, we can bring joy and dignity to those who are so often forgotten. Through a grant from the U.S. Economic Development Administration, PeADD equipped each county Emergency Manager with state-of-the-art drones to improve response capabilities during both natural and man-made disasters. The grant also supported the creation of a dedicated Disaster Resilience Coordinator position, designed to enhance communication and coordination between county officials and emergency management directors.<br><br>“This award is a reflection of the incredible partnerships we have with our local leaders, emergency managers, and state agencies,” said Jason Vincent, PeADD Executive Director. “Our mission has always been to strengthen communities through collaboration and innovation, and this recognition reinforces the importance of investing in resilience. This year's Residents' Rights Month theme, Stand with Me, highlights the importance of solidarity and support for residents who stand up and advocate for their rights, as well as the value of encouraging the community to join residents in sharing their voices.<br><br>The Nursing Home Reform Law, passed in 1987, guarantees nursing home residents their individual rights, including but not limited to: individualized care, respect, dignity, the right to visitation, the right to privacy, the right to complain, and the right to make independent choices. Residents who have made their home in other types of facilities<br><br>The National Long-Term Care Ombudsman Program has worked for nearly 50 years to promote residents’ rights daily. More than 3,400 volunteers and 1,500 paid staff are advocates for residents in all 50 states plus the District of Columbia, Guam, and Puerto Rico. Together, these projects represent a $180 million private investment and will strengthen regional resilience, enhance public safety capacity, and expand economic opportunity across 20 counties in the region.<br><br>The CIF program is one of DRA’s primary investment tools aimed at addressing unmet public infrastructure, transportation, and flood control needs across the lower Mississippi Delta and Alabama Black Belt regions. The official installment took place during the PeADD Board Meeting on Monday, July 14, 2025, at the PeADD office in Hopkinsville.<br><br>The newly appointed officers are:<ul style="margin-left: 20px;"><li><div>Todd Mansfield, Todd County Judge Executive – Chair</div></li><li><div>William “Kota” Young, Caldwell County Judge Executive – Vice Chair</div></li><li><div>Kevin Cotton, City of Madisonville Mayor – Secretary</div></li><li><div>Lee Wilson, Lyon County – Treasurer</div></li></ul><br>These individuals were selected for their strong leadership, dedication to regional collaboration, and commitment to advancing the quality of life and economic vitality across the Pennyrile region.<br><br>“The Pennyrile Area Development District is fortunate to have such an experienced and engaged group of leaders guiding our organization,” said PeADD Executive Director Jason Vincent. “Their service will help shape our strategic direction and support meaningful progress for the communities we serve.”<br><br>The PeADD Board of Directors is composed of elected officials, citizens, and community leaders from across the nine-county Pennyrile region.
