For 57 years, the Pennyrile Area Development District has brought people together to build stronger communities across western Kentucky. This year, PeADD invites regional leaders, partners, public officials, and community members to celebrate that shared work at our 57th Annual Dinner.

Our 2026 theme, “Breaking Ground on New Horizons,” reflects both the progress taking place throughout the Pennyrile and the possibilities still ahead.

Every thriving community begins with someone willing to take the first step to develop a plan, bring partners to the table, secure resources, and turn a promising idea into meaningful action. Across PeADD’s nine-county region, that spirit can be seen in efforts to strengthen infrastructure, expand economic opportunities, support local governments, serve individuals and families, and improve quality of life.

This year’s outdoor, casual gathering will celebrate the people and partnerships doing that important work. Surrounded by the natural beauty and open skies of the Pennyrile, we will reflect on the ground we have covered together while looking toward new opportunities on the horizon.

Throughout the evening, PeADD will recognize dedicated team members with service awards and present the John C. Mahre Regionalism Award. This distinguished award honors individuals, groups, or organizations that have demonstrated an exceptional commitment to regional cooperation and to advancing the Pennyrile as a whole.

More than an annual celebration, this gathering is an opportunity to reconnect with the partners whose ideas, determination, and collaboration help move our region forward. Whether developing essential infrastructure, creating pathways to employment, supporting older adults and veterans, or helping communities plan for the future, each contribution helps lay the foundation for what comes next.

District Long-Term Care Ombudsman Cindy Tabor had the opportunity to speak with nursing students at Hopkinsville Community College, continuing a valuable partnership with Karen Scharber, Assistant Professor of Nursing.

The presentation introduced future nurses to the role of the Long-Term Care Ombudsman Program and the important services it provides to residents living in long-term care facilities. Students learned about residents' rights, the Ombudsman Program's advocacy role, and how ombudsmen work to resolve concerns while promoting dignity, respect, and quality of life for older adults.

In addition to discussing resident rights, Tabor provided training on elder abuse awareness. Students learned to recognize the warning signs of physical, emotional, financial, and neglect-related abuse, along with the importance of reporting suspected abuse promptly. As these nursing students prepare to enter the healthcare profession, understanding how to identify and respond to elder abuse is essential to protecting vulnerable adults.

"The opportunity to educate future nurses is an investment in the quality of care our older adults will receive for years to come," said Tabor. "By helping students understand resident rights and the role of the Ombudsman Program early in their careers, we are building stronger advocates for those living in long-term care."

The Pennyrile District Long-Term Care Ombudsman Program appreciates its ongoing partnership with Hopkinsville Community College and Karen Scharber. Working together helps ensure that tomorrow's healthcare professionals are equipped with the knowledge and compassion needed to protect the rights, safety, and well-being of Kentucky's long-term care residents.

The Pennyrile Area Development District (PeADD) is pleased to announce the promotion of Hayla Swaw to Chief Financial Officer, effective July 1, marking the beginning of the agency's new fiscal year.
Swaw previously served as PeADD's Deputy Chief Financial Officer, working alongside Chief Financial Officer Alisha Sutton to oversee the agency's financial operations. After 11 years with PeADD, Swaw now assumes the agency's top financial leadership role as Sutton prepares to retire on July 31 following 25 years of dedicated service to the organization.

As Chief Financial Officer, Swaw will oversee the agency's financial operations by developing and implementing effective management systems and directing the accounting, budgeting, and bookkeeping functions that support the organization's programs and services across the Pennyrile region.

"I am grateful for the opportunity to serve PeADD in this capacity and appreciate the confidence that has been placed in me," said Swaw. "I look forward to continuing to work alongside each of the staff, our programs, and the communities we serve."
Swaw also expressed her appreciation to Sutton for her guidance throughout the leadership transition and for her mentorship over the past 11 years.

"Alisha has been an incredible mentor and leader," Swaw said. "I am thankful for her support throughout my career and during this transition, and I wish her nothing but the best as she begins her well-deserved retirement."

"Hayla has demonstrated exceptional professionalism, financial expertise, and a deep commitment to our agency throughout her career at PeADD," said Jason Vincent, Executive Director of the Pennyrile Area Development District. "Having served as our Deputy Chief Financial Officer, she brings valuable institutional knowledge and a strong understanding of our financial operations. We are confident she will continue to build on the solid foundation established by Alisha during her 25 years of dedicated service and provide outstanding leadership as our new Chief Financial Officer."

 Sutton will retire on July 31, concluding a distinguished 25-year career with PeADD. During her tenure, she played an integral role in strengthening the agency's financial management systems and ensuring the fiscal stewardship that supports PeADD's mission and the communities it serves.

Scammers are becoming more sophisticated every day, but knowing what to look for can help protect you and your loved ones. Community members are invited to attend the Hopkinsville Scam Jam & Shredding Event, a free educational event designed to provide the latest information on fraud prevention, identity theft, and emerging scams.  

Hosted by Team Kentucky Stop Scams, AARP Kentucky, and community partners, the event will take place on Thursday, August 27, 2026, at the Christian County Senior Center, 1402 W. 7th Street, Hopkinsville. Doors open at 9:00 a.m. CT, with the Scam Jam presentations running from 10:00 a.m. to 2:00 p.m. CT. Secure document shredding will be available to the community from 9:00 a.m. to 1:00 p.m. CT.  

Attendees will hear from experts on a variety of timely topics, including:
* Identity theft prevention
* Artificial intelligence scams
* Fraud awareness and protection strategies

In addition to informative presentations, participants can enjoy lunch and refreshments, visit with exhibitors, enter for door prizes, and safely dispose of sensitive documents through the free on site shredding service.

Celebrated every May, Older Americans Month (OAM) is led by the Administration for Community Living (ACL). Established in 1963, OAM is a time to recognize older Americans' contributions, highlight aging trends, and reaffirm commitments to serving older adults in our communities.

This year’s theme, “Champion Your Health,” focuses on prevention, wellness, and personal responsibility as cornerstones of healthy aging. It encourages older adults to take an active role in their health — advocating for themselves, accessing preventive care, and making informed decisions that support independence.

This Older Americans Month, communities and individuals alike can take steps to champion health and advance healthy aging.

The Pennyrile Area Development District (PeADD) and Pennyroyal Hospice are hosting a free Dealing with Dementia workshop on Friday, April 24, from 8:00 am to 12:00 pm at the PeADD office located at 300 Hammond Drive, Hopkinsville, KY. This workshop will help individuals navigate the unique challenges of caring for someone with dementia by helping them understand the condition, manage problem behaviors, and handle the stress associated with caregiving.

A family caregiver stated, “I wish this guide and training had been available when I was caring for my mother with vascular dementia.  Following the suggestions in this guidebook will make a big difference for the caregiver and the person receiving care.”

The Pennyrile Area Development District (PeADD) is taking a bid from the public on a 2020 Ford Explorer – white in color.  The approximate mileage vehicle is 119,000 miles.

Bids will be received through the close of business (4:30 p.m.) on March 31, 2026.  No bids under $13,000 will be considered.  PeADD reserves the right to reject any or all bids.  The vehicles can be inspected at the PeADD office located at 300 Hammond Drive in Hopkinsville, KY during regular working hours, which are 8am – 4:30pm, Monday through Friday.  Please contact Alisha Sutton at (270) 886-9484 if you would like to schedule an inspection.  All vehicles are sold as is and where is.  The successful bidder will be required to remit payment within five (5) business days after notice of successful bid.  Any and all taxes due on the sale of the vehicles shall be paid by the successful bidder.  Payment must be by cashier check, certified check or Money Order made payable to the Pennyrile Area Development District.

The Area Plan is a public document that outlines how the Pennyrile Area Agency on Aging and Independent Living will administer and deliver aging and adult services within the planning and service area. Written in clear, accessible language, the plan reflects agency operations, regional services, and the goals of the aging network, supported by visual aids to improve understanding.

Required under the Older Americans Act of 1965, the Area Plan for State Fiscal Years 2027 - 2029 represents a three-year planning cycle and is submitted to the State for approval. It documents service outcomes, identifies best practices, outlines coordination and advocacy efforts for populations with the greatest need, and establishes goals and objectives for the plan period.

Public input is an important part of this process. Community members and partners are encouraged to review the Area Plan and submit comments to help ensure it reflects regional needs and priorities.  

The draft plan is available for review below.  A public hearing will be conducted at the PeADD office on February 24, 2026, at 9:00 AM CST.  All interested parties are encouraged to review the draft plan and provide comments.

The Pennyrile Health & Family Services Department is conducting a regional Needs Assessment to better understand the needs of older adults and individuals with disabilities across Caldwell, Christian, Crittenden, Hopkins, Livingston, Lyon, Muhlenberg, Todd, and Trigg counties. The information gathered will guide future planning and help demonstrate the need for essential programs and services in our communities.

The Pennyrile Area Development District (PeADD) is seeking proposals from qualified vendors to provide an Electronic Timesheet Portal designed to manage and streamline timesheet entry, approval, and payroll data export for the Veterans Directed Care (VDC) Program. This program serves veterans referred by the Department of Veterans Affairs Medical Centers (VAMCs) who receive assistance managing their care services. The portal will support both veterans who serve as their own employer of record and those who appoint a representative to serve in that capacity.

It’s that special time of year again.  It’s time to share joy and brighten someone’s holiday!

The Forgotten Angels Project is now in its 19th year of serving residents who live in Personal Care Homes. These residents are often younger and may live with mental illness rather than physical limitations. Sadly, they are also among the most overlooked by friends, family, and society. This project ensures they are remembered and celebrated during the holiday season.

How It Works

• Each resident is asked to share one wish, $25 or less.
• Their anonymous wish is placed on the Forgotten Angels Tree at the PeADD office.
• Community members and groups are invited to “adopt” an angel either by stopping by the office or by calling/emailing to have angels sent to you.

Stocking Stuffers
In addition to fulfilling one wish, many people also choose to donate stocking stuffers. These include snacks, small games, stationary, socks, gloves, and personal care items. Some donors fill a large holiday bag with extra goodies to accompany their angel’s gift.
A full list of stocking stuffer ideas is included on the back of this handout. Donations of items or monetary contributions are also welcomed.

The Pennyrile Area Development District (PeADD) was awarded the prestigious Kentucky Emergency Management Association (KEMA) Catalyst Award during the Kentucky Emergency Services Conference on September 4, 2025, in Louisville.

The Catalyst Award recognizes outstanding leadership in advancing emergency management and disaster resilience. PeADD earned the honor for its innovative efforts to strengthen emergency preparedness across its nine-county region. Through a grant from the U.S. Economic Development Administration, PeADD equipped each county Emergency Manager with state-of-the-art drones to improve response capabilities during both natural and man-made disasters. The grant also supported the creation of a dedicated Disaster Resilience Coordinator position, designed to enhance communication and coordination between county officials and emergency management directors.

“This award is a reflection of the incredible partnerships we have with our local leaders, emergency managers, and state agencies,” said Jason Vincent, PeADD Executive Director. “Our mission has always been to strengthen communities through collaboration and innovation, and this recognition reinforces the importance of investing in resilience. We are proud to help ensure that the Pennyrile region is better prepared to respond to whatever challenges may come our way.”

This recognition underscores PeADD’s ongoing commitment to resilience, innovation, and collaboration with local, regional, and state partners.

Across the country, residents of nursing homes and other long-term care facilities along with family members, Ombudsman program representatives, citizen advocates, facility staff, and others will honor the individual rights of long-term care residents by celebrating Residents’ Rights Month. Residents’ Rights Month is an annual event held in October by the National Consumer Voice for Quality Long-Term Care (Consumer Voice) to celebrate and focus on awareness of dignity, respect, and the value of long-term care residents.  

Residents have the right to self-determination and to use their voice to make their own choices. This year's Residents' Rights Month theme, Stand with Me, highlights the importance of solidarity and support for residents who stand up and advocate for their rights, as well as the value of encouraging the community to join residents in sharing their voices.

The Nursing Home Reform Law, passed in 1987, guarantees nursing home residents their individual rights, including but not limited to: individualized care, respect, dignity, the right to visitation, the right to privacy, the right to complain, and the right to make independent choices. Residents who have made their home in other types of facilities

The National Long-Term Care Ombudsman Program has worked for nearly 50 years to promote residents’ rights daily. More than 3,400 volunteers and 1,500 paid staff are advocates for residents in all 50 states plus the District of Columbia, Guam, and Puerto Rico. Authorized under the Older Americans Act and administered by the Administration on Aging/Administration for Community Living, the program also provides information on how to find a facility, conducts community education sessions, and supports residents, their families, and the public with one-on-one consultation regarding long-term care.

1. Kentucky Infrastructure Authority – KYWWATERS Program
Funding for troubled or economically restrained public water and wastewater systems. Assistance may include grants, loans, no-interest loans, or forgivable loans. Emergency funding is available for projects to restore or prevent imminent service interruption.

2. Delta Regional Authority (DRA) – States Economic Development Assistance Program (SEDAP)
Supports projects in infrastructure, transportation, business development, and job training.

The Pennyrile Area Development District (PeADD) is pleased to announce that the City of Madisonville has been awarded more than $1.3 million through the Delta Regional Authority’s (DRA) Community Infrastructure Fund (CIF) to support a vital water infrastructure project that will benefit the region for years to come.

This investment will support the installation of a new public waterline serving two transformative developments in Madisonville, a regional training center and a power generation facility. Together, these projects represent a $180 million private investment and will strengthen regional resilience, enhance public safety capacity, and expand economic opportunity across 20 counties in the region.

The CIF program is one of DRA’s primary investment tools aimed at addressing unmet public infrastructure, transportation, and flood control needs across the lower Mississippi Delta and Alabama Black Belt regions. This year, nearly $29 million is being distributed to support 24 projects across seven states, including Kentucky, Alabama, Arkansas, Illinois, Louisiana, Missouri, and Mississippi.

“To be selected for this competitive funding is a testament to the strength of regional partnerships and the forward-thinking leadership in Madisonville,” said Jason Vincent, Executive Director of PeADD. “This project will bring long-term economic and community benefits, and we’re proud to have played a role in helping secure this important investment.”

Pennyrile Area Development District (PeADD) is seeking proposals from qualified contractors to provide comprehensive lawn care and landscaping maintenance services for the property located at 300 Hammond Drive, Hopkinsville, KY 42240.

• Pruning: Shrubs and small trees as needed to maintain shape and health
• Leaf Removal: Fall cleanup and removal of leaves and debris
• Clean-up and Debris Removal: ensure all sidewalks, curbs, decks, ramps, roadways, and ground-level asphalt surfaces are blown free of clippings, dirt, and debris immediately after each mowing.

The Pennyrile Area Development District is proud to recognize and celebrate the recent promotions of several dedicated staff members whose commitment, leadership, and hard work continue to strengthen our services and support for communities across the region.
These changes come in response to the tremendous growth of our agency as we continue working to enhance the quality of life for citizens throughout the Pennyrile region.

• Hayla Swaw has been named Deputy Chief Financial Officer.  
• Stephanie Starr is now a Senior Staff Accountant.  
• Kimberley Choate has been named Payroll Specialist.
• Sherry Chambers has been promoted to Accounting Assistant.  
• Jill Collins is the Director of the newly renamed Health and Family Services (HFS) Department.  
• Payton Kidd has stepped into the role of Director of Long-Term Services and Supports within the HFS Department.
• Amanda Stokes is the new Director of Aging and Independent Living within the HFS Department.
• Harley McCarty has been promoted to Veteran Directed Care Coordinator within the HFS Department.
• Jennifer Medeiros is now serving as the Home and Community Based Waiver Coordinator within the HFS Department.
• Amanda Monroe has accepted the position of In-Home Support Coordinator within the HFS Department.

We are proud of each of these team members for their continued growth and leadership within our agency. Their contributions will no doubt have a lasting impact on the individuals and families we serve every day.

The Pennyrile Area Development District (PeADD) is pleased to announce the installation of new officers to its Board of Directors. The official installment took place during the PeADD Board Meeting on Monday, July 14, 2025, at the PeADD office in Hopkinsville.

The newly appointed officers are:

• Todd Mansfield, Todd County Judge Executive – Chair
• William “Kota” Young, Caldwell County Judge Executive – Vice Chair
• Kevin Cotton, City of Madisonville Mayor – Secretary
• Lee Wilson, Lyon County – Treasurer

These individuals were selected for their strong leadership, dedication to regional collaboration, and commitment to advancing the quality of life and economic vitality across the Pennyrile region.

The PeADD Board of Directors is composed of elected officials, citizens, and community leaders from across the nine-county Pennyrile region. The Board plays a vital role in overseeing the organization’s initiatives in community and economic development, regional planning, aging services, and workforce development.
