PADD Board of Directors


The Pennyrile Area Development District is governed by a Board of Directors comprised of elected officials from the counties and communities within the District, as well as non-elected citizen members representing a cross-section of the region's social and economic institutions.

Brock Thomas
Judge Executive

Brock Thomas, Caldwell County Judge Executive, has served on the PADD board since 2008.  He is a former Caldwell County Deputy Sheriff and School Resource Officer.

Gale Cherry
Mayor of Princeton

Gale Cherry, Mayor of Princeton, re-joined the PADD board in January 2007.  She currently serves as Board Vice-Chair.  She is the Chair of Renaissance on Main, and a member of the Chamber of Commerce, the Elks and Kiwanis Clubs.  She has a Master of Science degree from the University of Louisville.

John Evans
Citizen Representative

John Evans, has served on the PADD Board since May 1973.  A retired U.S. Army Command Sergeant Major with 37 years service, he is currently banking part-time.  He is a graduate of the University of Wisconsin, and the University of Kentucky School of Banking, and Chairman of the Board of Outwood in Dawson Springs.  He enjoys working on his 1954 Buick.

Glenda Harper
Citizen Representative

Glenda Harper, joined the PADD Board in April 2012.  She attended Western Kentucky University and is the owner of Harper’s Consulting.  She has served as a Caldwell County Treasurer, served on the State Treasurer’s Board and City-Co Park Board, and currently serves on the WKWIB Executive Committee.  She enjoys camping, boating, golf, machine embroidery, and motorcycle riding.

Steve Tribble
Judge Executive

Steve Tribble, Christian County Judge Executive, has served on the PADD Board since January 1994.   Steve received his Bachelor of Science Degree in Business Administration from Murray State University in 1971.  He retired from the Kentucky Corrections Cabinet in 1992, and enjoys hunting, sports and motorcycle riding.

Dan Kemp
Mayor of Hopkinsville

Dan Kemp, Mayor of Hopkinsville, has served on the PADD board since January 2007.   Mayor Kemp received his BS from Murray State University, and his Juris Doctor from the University of Kentucky.  He served in the US Army.

Austin Moss is the chairman of the Christian County Board of Education and vice president for human resources at Jennie Stuart Medical Center.  He has served on the PADD board since July 2005.

Bernard Standard
Citizen Representative

Executive Director of the Hopkinsville Human Relations Commission, Bernard has served on the PADD board since July 1992.  He has three children and four grandchildren, and is a US Navy veteran.  Secretary of Pioneers, Inc, he is an active member of Virginia St Baptist Church, where he teaches Sunday School and sings in the chorus.

Lori Harper is the Vice President of the Rogers Group West Kentucky SMA in Hopkinsville.  She  has served on the PADD board since July 2009.

Perry Newcom
Judge Executive

Perry Newcom, Crittenden County Judge Executive, joined the PADD Board of Directors in January 2011. Perry served in the U.S. Air Force from 1990-1993 and is a Desert Storm Veteran. He received his BS in Agricultural Business from Murray State University and is the owner of Crittenden Farm Supply, Inc. Perry is a member of the Crittenden County Lyons Club, is Chairman of the Crittenden Co. Fair Board, and enjoys numerous outdoor sports.

Robert B. Frazer
Citizen Representative

Robert (Bart) Frazer, an attorney with Greenwell and Frazer in Marion, KY, has been on the PADD board since July 1999, and currently serves as Board Chairman.   Bart received his BBA from the University of Kentucky in 1989, his MBA from Murray State University in 1995, and his J.D. from Mississippi College School of Law in 1997.  He is the City Attorney for Marion and an Assistant Crittenden County Attorney.

Gareth Hardin has served on the PADD Board since July 2009.  He is retired CEO of the Farmers Bank & Trust in Marion, and is currently serving as Board Chairman.  He also serves as Chairman of the Crittenden County Economic Development Corporation.

Mayor's Designee, City of Marion

Mark Bryant is the City Manager of the City of Marion.  He is the current President of the Crittenden Co Chamber of Commerce and has a Master of City Planning degree from Georgia Tech.  Mark enjoys reading and writing, and has served on the PADD Board since March 2009.

Donald Carroll
Judge Executive

Donald Carroll, Hopkins County Judge/Executive, has served on the PADD Board since January 2007.  With more than 20 years experience in both law enforcement and transportation saftey, he has served in many capacities including Sheriff of Hopkins County, and is a former President of the Kentucky Sheriff's Association.

Mayor of Madisonville

David Jackson, Mayor of Madisonville, joined the PADD Board of Directors in January 2011. David received his BA Degree from the University of Kentucky and is a Certified Public Accountant. He enjoys traveling, biking, swimming and is a licensed private pilot.

Jenny Sewell
Citizen Representative

Jenny Sewell has served on the PADD Board of Directors since July 2008.  She is the Mayor of Dawson Springs, and currently serves as Chair of the Main Street Program and Historic District Commission, and has received several local awards, and is very interested in community and tourism development.

Frank Stafford
Mayor of Mortons Gap (Citizen Representative)

Frank Stafford, Mayor of Mortons Gap, has served on the PADD board since July 1995.  He is the pastor of Lively Stone Church in Nortonville and a member of the Habitat Pastor Advisory Board.  He enjoys reading and sightseeing.

Chris Lasher
Judge Executive

Chris Lasher, Livingston County Judge Executive,  has been a member of the PADD board since January 2003, and has served as Board Chairman. He is Chairman of the Regional Recycling Board.  He is an active sportsman (President of the Lola Sports Club), and enjoys carpentry and investing.  Chris holds an Associates degree in Electronic Engineering Technology.

Billy McGee has served on the PADD board since February 2008.  He is an attorney and has a law firm in Smithland, KY.

Citizen Representative

Charles Cooper has been a member of  the PADD board since 2004.  He is a retired Monumental Life insurance agent, a lifelong resident of Ledbetter, and has served as a Deacon of the Ohio Valley Baptist Church for 40 years, and is currently Secretary of the Ledbetter Masonic Lodge.  He has two children and five grandchildren, and enjoys hunting and fishing.

Kim Kraemer of the Grand Rivers Tourism Commission joined the PADD board in July 2011.  Kim is a graduate of Murray State University.  She is currently Executive Director of teh Grand Rivers Tourism Commission and serves on the KY Western Waterlands Executive Committee, Land Between the Lakes Group Marketing Coalition, and as an advisor for the Land Between the Lakes Association.

Mayor - City of Salem

Rell Peck, Mayor - City of Salem, has been a member of the PADD board since August 2006.  He is retired after 20 years ownership of a local trucking company, and holds Bachelor's Degrees from Southern Illinois University and Western Kentucky University.  He has been active in the Lion's Club for more than 25 years, serving as Deputy District Governor for four years.

Wade White, Lyon County Judge Executive, joined the PADD Board of Directors in January 2011. Wade has a BS degree in Political Science with a minor in History and he enjoys hunting and fishing.

Mayor of Eddyville

Nancy Slaton, Mayor of Eddyville, joined the PADD Board of Directors in January 2011. Nancy has an Associates Degree from Mid-Continent Business and has served on the City Council for the past eight years. She is very active in youth and Christian activities in Lyon County.

Jaison Riley - Citizen Member

Jaison Riley, Citizen Member, joined the PADD Board of Directors in December 2011.  Jaison has an Associate of Applied Sciences degree from West Kentucky Technical College and is the owner of Buchanon's Floors.  He serves as a  Council member for the City of Kuttawa and enjoys boating, water skiing, hiking, biking and golfing.

Judge Executive

Rick Newman, Muhlenberg County Judge Executive, has served on the PADD board  since January 2007, and currently serves as Board Treasurer.  He received a BS degree from David Lipscomb College, and has 28 years experience in the steel industry, and served on the Muhlenberg County School Board for 14 years; 10 as Chairman.

Ed DeArmond, Mayor of Greenville, has been a member of the PADD board since January 2007.  He is a retired Kentucky State Police Lieutenant, serving as Assistant Post Commander of Post 2 for 16 years.

Barry Shaver, Mayor of Central City has been on the PADD board since July 2010.  He is a business owner in Central City, and enjoys golf and fishing.

Gary Jones
Citizen Representative

Has been a member of the PADD board since June 2003.  He is the Business Community Liaison for the Muhlenberg Career Development Center of the Job Corps, and a Kentucky Colonel.  He enjoys NASCAR racing, classic cars and basketball and his involvement in public service.  He holds a BS in Elementary Education from Western Kentucky University.

Daryl Greenfield
Judge Executive

Daryl Greenfield, Todd County Judge Executive, joined the PADD Board of Directors in January 2011. Daryl is a farmer and has served on the Farm Credit Services of Mid-America Board for 12 years, Hopkinsville Elevator Board for 20 years, CAE Ethanol Plant Board for 6 years and was formerly Vice President of the Todd County Farm Bureau. He enjoys flying and riding his motorcycle.

Nancy Camp, Mayor of Elkton, has served on the PADD board since January 2007.  She attended Hopkinsville Community College and Western Kentucky University, and is retired after 47 years service with the Elkton Bank & Trust Co.

Barry Groves is a member of the Trenton Town Board, the Treasurer of the Trenton Community Center, and has served on the PADD board since July 2006.  He is a grain dealer, and received his BS in Agriculture from Murray State University.  He enjoys golf, tennis and fishing.

Stan Humphries
Judge Executive

Stan Humphries, Trigg County Judge Executive, has served on the PADD board since January 2007, and currently serves as Board Secretary.  He received his BS degree from Murray State University.  He enjoys UK sports, and spending time with his family on the farm.

Lyn Bailey, Mayor of Cadiz, has served on the PADD board since January 1999.  He received his BS from Memphis State University.

Citizen Representative

Steve Allen has served on the PADD board since November 1994.  He is the Plant Manager for KY Machine & Engineering in Cadiz, KY.  Steve was the Chamber President in 1995; and Trigg County Rotarian of the Year in 1996.  Steve attended Murray State University for Business Administration.

Octavia Vinson
Citizen Representative

Octavia Vinson has served on the PADD board since July 2008.  With a degree in Social Work, she is the Child Support Enforcement Coordinator for the Trigg County Attorney's Office.  A fitness enthusiast, she enjoys weight training, and has run a half-marathon.
