 Mar 18: In the Proposal Format section of the RFP, a “Schedule of Work” and a “Project Timeline” are requested? Could you please explain the difference between the two as far as the information you are seeking?

 The project 'timeline' refers more to the process of how the project will be completed within the time allotted , including bench marks, reporting, etc. The 'Schedule of Work' refers to the various tasks that the firm expects to complete and the order in which they will be performed over time.
 In the Proposal Format section of the RFP, “Organizational Financial Information” is requested. Could you please elaborate on the exact type of information you are seeking?

 This is included to assure that the proposing firm is a well-established organization and has the financial strength to complete the project, if chosen. There is no specific document(s) required.
More than once in the Scope of Services for Report Components section, it is specified that “The firm chosen to lead this project is expected to prepare and present a series of interactive workshops (the number to be determined based on the proposal) with the leadership of economic development and community concerning trends and the need for regional economic development strategies….” Does a “series of interactive workshops” mean that you want more than one workshop at several locations (the number of workshops to be determined by the proposal) on the same exact topic which will be trends and the need for regional economic development strategies? In other words, one workshop created by the consultant focused on trends and the need for regional strategies to be rolled out more than once throughout the region?

 It is up to the vendor to propose the type and number of sessions needed to have the Economic Development professionals and community leadership share the vision of the recommended strategies, either in development of them or the 'roll out', or both. These may be regional groups, multi-county groups or if deemed necessary by the bidder, individual county groups. In developing the Workforce study, there should be some type of presentation of the completed work. Typically, we hold these sessions in a central location. The PADD/WKWIB are prepared to develop the invitation list, send out invitations, and to facilitate the meetings once the format and content is decided. As stated in the RFP, we do not see a typical SWOT process for this project, but buy-in is very important for the credibility of the product(s).
Mar 16: Are there any budget guidelines or caps for this project and the two report components?
 There are no specific budget amount for either component of this project.  The proposed cost should reflect the time and effort needed to get a quality product.  The evaluation team will take cost into consideration.  The TOTAL combined funds in both federal awards was $400,000.  Obviously, we don't expect to spend the entire amount on two studies.

 Can the deadline be extended?  We've had several requests; the date has been adjusted to March 22nd.
