Planning the Future of the Pennyrile

Turbulent economic times currently challenge our nation and our state. The West Kentucky Workforce Investment Board (WKWIB) and Pennyrile Development District (PADD) are taking this time to ensure that our region is prepared for the future.

Thanks to support from the U.S. Department of Labor and Economic Development Administration, the WKWIB and PADD are engaging in a five-month process of identifying future economic development targets and aligning workforce programs around those businesses' needs.  National consultants from Avalanche Consulting, Inc. and the Council for Adult and Experiential Learning (CAEL) are conducting a multi-faceted, in-depth evaluation of the region and crafting a strategic plan that will result in long-term growth and prosperity.

The process will answer critical questions such as:
  • What characteristics of our region are competitive advantages?
  • Where are gaps in our talent pipeline and how do we fill them? 
  • What specifically should the region do to expand and recruit companies in tomorrow's high growth sectors?
As a result of this process, the nine-county Pennyrile region will be positioned for the next wave of economic growth and have the expertise, vision, and tools to succeed.  A "kickoff" informational meeting was held on May 3rd at the PADD offices - download the information flyer.

Energy Efficiency and Conservation Block Grants  full information

The US Dept of Energy has released a funding opportunity designed to assist eligible entities in creating and implementing strategies to:
• reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the maximum extent practicable, maximizes benefits for local and regional communities;
• reduce the total energy use of the eligible entities; and
• improve energy efficiency in the building sector, the transportation sector, and other appropriate sectors.

The funding will support energy audits and energy efficiency retrofits in residential and commercial buildings, the development and implementation of advanced building codes and inspections, and the creation of financial incentive programs for energy efficiency improvements. Other activities eligible for use of grant funds include transportation programs that conserve energy, projects to reduce and capture greenhouse gas emissions, renewable energy installations on government buildings, energy efficient traffic signals and street lights, deployment of Combined Heat and Power and district heating and cooling systems, and others.

Hopkinsville will receive a direct allocation of $143,600.  PADD Point of Contact is Jason Vincent.

Housing - Neighborhood Stabilization Program see HUD info or read the Press Release
The Pennyrile Housing Corporation has received $1.3M for this program targeted at neighborhoods in Christian County with high mortgage forclosure rates.  Beginning phases are in Oak Grove; more information will be posted on the PHC page.  PADD Point of Contact is Suzanne Arnold. 

Justice Assistance Grants  (more info)
Designed to assist state agencies and units of local government in carrying out specific programs which offer a high probability of improving the functioning of the criminal justice system while creating and preserving jobs and promoting investment. Funding may be requested for projects conforming to one of the seven federally defined purpose areas. Those areas are:
  • Law enforcement programs
  • Prosecution and court programs.
  • Prevention and education programs.
  • Corrections and community corrections programs.
  • Drug treatment programs.
  • Planning, evaluation, and technology improvement programs.
  • Crime victim and witness programs (other than compensation).
