Economic Development Projects Pennyrile WestPark Industrial Megasite - New Website FLEXcon (Todd County)Flexcon, headquartered in Spender, Massachusetts, is located in the former Elkton Die Cast building. The company produces pressure-sensitive film products which are used by printers to create product labels, nameplates, window advertising, point-of-purchase displays, billboards, vehicle decoration, and a wide variety of other applications. Flexcon has manufacturing facilities in Scotland, Nebraska and Massachusetts with nearly 1,200 employees worldwide. The new facility in Elkton will employ approximately 35 employees which will focus on products used in beverage labels. Land O' Frost (Hopkins County) ![]() Land O’ Frost recently held grand opening ceremonies at their newly constructed facility in Madisonville. The 175,000 square foot facility currently has 48 employees and will be adding additional product lines soon. Once the facility is at full production, they plan to employ between 300 and 400 employees. On hand for the Grand Opening was President and CEO Donna Van Eekeren, staff from the Governor’s Office, local officials and community leaders. Land O’ Frost makes a variety of lunchmeats marketed under several brand names. PADD assisted in obtaining Delta Regional Authority funds for infrastructure development. The City of Madisonville was awarded a $680,000 EDA grant to extend water and sewer lines to the Land O' Frost facility. Paradise Regional Business Park The Paradise Park Regional Industrial Development Authority is developing a site in Muhlenberg County for industrial development. This property is located just off the Western Kentucky Parkway accessed by Exit 48. The Authority is in the preliminary stages of constructing water and sewer services to the park. This regional project includes Muhlenberg, Hopkins, McLean, Ohio, and Daviess counties. PADD staff currently assist the authority with administrative and project development activities. Pride of the Pennyrile The 20th annual Pride of the Pennyrile Industry Appreciation event was held recently at Lake Barkley State Park Golf Course. The event is hosted each year to express appreciation to the major employers in the region for their contributions to the economy of the Pennyrile. Following lunch, golfers participated in a four-person golf scramble, while others opted to enjoy the afternoon cruising beautiful Lake Barkley.
