Community Development Block Grant

2012 CDBG Program Guidelines

Goals and National Objectives
The Kentucky Community Development Block Grant Program maximizes efficiency in program delivery and effectiveness of federal dollars for the following community and economic development goals: 

  1. To improve local economies and the economic well-being of the people of Kentucky while protecting the environment.
  2. To provide public facilities to eliminate conditions which are detrimental to the public health and safety and which thus detract from further community development, or which are necessary to meet other essential community needs.
  3. To improve the condition of housing and expand fair housing opportunities especially for persons of low and moderate income (LMI).
  4. To improve the quality of life through funding community projects requested by individual communities to enhance community pride and involvement, and perpetuate local identity.
  5. To assure that not less than 70% of the total amount of CDBG funds received for Fiscal Years 2011, 2012, and 2013 shall be used for support of activities that benefit persons of low and moderate income.
All activities funded under the CDBG Program must meet at least one of the following three National Objectives identified in Title I of the Housing and Community Development Act of 1974 as amended in 1983, 1987, and 19192, hereafter referred to as the Act, (Section 104(b)(3)), and regulations contained in the 24 Code of Federal Regulations (CFR) 570.483:
  1. Benefit to low and moderate income persons
  2. Prevention or elimination of slums or blight
  3. Meeting community development needs having a particular urgency
