within the district, as well as non-elected citizen members representing a cross-section of the region's social and economic institutions.

Caldwell County

Larry Curling

Judge Executive

Larry Curling, Judge Executive for Caldwell County, joined the PADD board in January 2019. Judge Curling received his Masters Degree from Murray State Univeristy and served 32 years in the local school system as a teacher, coach, and transportation and facilities director.

Dakota "Kota" Young

Mayor of Princeton

Dakota “Kota” Young, Mayor, City of Princeton, joined the PADD board in January 2019. Mayor Young graduated summa cum laude from the University of Kentucky with a BS Degree in Economics at the age of 19. In 2011, he was presented the Key to the City of Princeton and is Past President of the Princeton Rotary Club. He enjoys tennis, horseback riding, historic preservation and property development.

Charles "Nicky" Baker

Citizen Representative

Charles “Nicky’ Baker, joined the PADD board in July 2015.  Nicky received his BS Degree in Agriculture from Murray State University and is a 5th generation farmer.  He is a former Caldwell County Magistrate and enjoys being a  member of the Caldwell/Lyon Cattleman’s Association “Grilling Team”.

Mike Cherry

Citizen Representative

Cpt (R) Mike Cherry joined the PADD board in July 2018.  He served active duty in the Navy 27 years and served as a State Representative on the KY General Assembly for 14 years.  He received his BS from Murray State University and MS from the Navy War College of National Defense.

Christian County

Steve Tribble

Judge Executive

Steve Tribble, Christian County Judge Executive, has served on the PADD board since January 1994.   Judge Tribble received his Bachelor of Science Degree in Business Administration from Murray State University and currently serves on the Board of the MSU Alumni Association.  He has served as President of the KCJEA Association, KBT, KACo, and KCADD.  He enjoys attending sporting events, hunting, fishing and riding his motorcycle.

Carter Hendricks

Mayor of Hopkinsville

Carter Hendricks, Mayor of Hopkinsville, joined the PADD board in January 2015.  Mayor Hendricks received his BA degree from Western Kentucky University and his Master of Arts in Education from Concordia University in Saint Paul, MN. He is a graduate from the Institute of Organizational Management (IOM), U.S. Chamber of Commerce.  Carter enjoys spending time with his wife and two children.

Rev. Buddy Slaughter

Citizen Representative

Rev. Buddy Slaughter joined the PADD board in July 2015.  Buddy is a U.S. Army Veteran and currently serves as Pastor of Means Avenue Baptist Church.  His hobbies include running, mountain bike riding, weight lifting and golf.

Bernard Standard

Citizen Representative

Bernard Standard is the Executive Director of the Hopkinsville Human Relations Commission.  He has served on the PADD board since July 1992.  Bernard also enjoys photography.

Lori Harper

Citizen Representative

Lori Harper is the Vice President of the West Kentucky Office for Rogers Group Inc.  She has served on the PADD board since July 2009 and is a past Board Chairman.

Crittenden County

Perry Newcom

Judge Executive / Board Vice Chair

Perry Newcom, Crittenden County Judge Executive, joined the PADD board in January 2011 and is currently serving as the Board Secretary.  Judge Newcom served in the U.S. Air Force from 1990-1993 and is a Desert Storm Veteran. He received his BS in Agricultural Business from Murray State University and is the owner of Crittenden Farm Supply, Inc.  Judge Newcom is currently Treasurer of the KY County Judge Executive’s Association, Past President of the Agri-Business Association of KY and Past President of the Crittenden County Lyons Club.  He enjoys numerous outdoor sports such as golf, fishing, hunting and bike riding.

Robert B. Frazer

Citizen Representative

Robert (Bart) Frazer, is the City Attorney for Marion, Attorney for Crittenden-Livingston Water District, and Crittenden County Master Commissioner.  Bart has served on the PADD board since July 1999 and is a past Board Chairman.  He received his BBA from the University of Kentucky, his MBA from Murray State University, and his Law J.D. from Mississippi College School of Law.  Bart is a past board member of the KY Personnel Board and KY Land Title Association.

Roger Simpson

Citizen Representative

Roger Simpson, Citizen Member, joined the PADD board in May 2016.  Roger received his Bachelor of Science Degree from the University of Kentucky, is a Vietnam Veteran, retired airline pilot, part-time farmer and former PADD board member.  He enjoys numerous outdoor sports, horses and farming.

Adam Ledford

Mayor's Designee

Adam Ledford joined the PADD Board in November 2017.  Adam received his BS in Management from PRK University, Parkville, MO and his MPA from City University, Seattle, WA.  He has served as the City Administrator for the City of Marion since 2016.  He enjoys hunting, shooting, sports and history.

Hopkins County

Jack Whitfield, Jr.

Judge Executive

Jack Whitfield, Hopkins County Judge Executive, joined the PADD board in January 2019. Judge Whitfield served in the U.S. Air Force and is a business owner. He received his Bachelor of Science degree at National Louis University and is a Certified Underground Mine Foreman in Kentucky and Indiana. He enjoys reading, boating and fishing.

Kevin Cotton

Mayor of Madisonville

Kevin Cotton, Mayor of Madisonville, joined the PADD board in January 2019. Mayor Cotton is the owner and operator of Brothers Bar-B-Que with locations in Madisonville and Central City. He is a graduate of South Hopkins High School and is a 2011 Leadership Hopkins County graduate, 2014 Leadership Muhlenberg County graduate, and was named the 2015 Lions Club Man of the Yeaer. He is United Way Past Board Chair and Co-founder of Breaking Bread Ministries and serves on various other boards and charities in his spare time.

Jenny Sewell

Mayor of Dawson Springs / Citizen Representative

Jenny Sewell, Mayor of Dawson Springs, has served on the PADD board since July 2008.  She is the Mayor of Dawson Springs, and currently serves as Chair of the Main Street Program and Historic District Commission, and has received several local awards, and is very interested in community and tourism development.

Chris Phelps

Mayor of Morton's Gap / Citizen Representative

Chris Phelps, Mayor of Morton's Gap, joined the PADD board in July 2016.  Mayor Phelps is the Mayor of Morton's Gap and is Vice President and Real Estate Appraiser with G. Herbert Pritchett  Associates, Inc. in Madisonville, KY.  He received his BSBA from Murray State University and has multiple designations from the Appraisal Institute and CCIM Institute.  He is a Kentucky Colonel and currently serves on the City Council of Mortons Gap.  He enjoys sports, guns, fishing, politics, economic business, real estate, finance and spending time with his family.

Livingston County

Garrett Gruber

Judge Executive

Garrett Gruber, Livingston County Judge Executive, joined the PADD board in January 2019. Judge Gruber received his Bachelor’s Degree in Integrated Studies from Murray State University. He is an outdoor enthusiast.

Bill Hesser

Mayor of Smithland

Bill Hesser, Mayor of Smithland, has served on the PADD Board since May 2008.

Terry Stringer

Citizen Representative

Terry retired from West Lake Chemical after 38 years of service.  He currently serves as Magistrate for Livingston County, District 1, is Fire Chief for the City of Ledbetter, serves on the KACo Board, is Vice President of the K.M.C.A , and Chairman of the Livingston County L.E.P.C.  He enjoys hunting, fishing, camping, nascar, college sports and spending time with his grandchildren.

Crissy Carter

Citizen Representative

Crissy Carter, Citizen Member, joined the PADD board in May 2015.  Crissy is a graduate of Murray State University and holds a Bachelor of Science and Master of Science degrees. She is a licensed and registered dietitian at Livingston Hospital and Healthcare Services, Inc.  Crissy is an active member of the Western KY Academy of Dietitics, Purchase AHFC Board, Kentucky Cancer Council Board of Directors, Community Education State Advisory Member, and Livingston County Board of Health member.  In her spare time she enjoys spending time with her two children.

Rell Peck

Mayor of Salem

Rell Peck, Mayor of Salem, re-joined the PADD Board in May 2014.  Mayor Peck has a BS degree in Finance from Western Kentucky University and a BS degree in Health Care Management from Southern Illinois University. He served in the U.S. Navy for four years and owned his own trucking business for 20 years before retiring.

Lyon County

Wade White

Judge Executive

Wade White, Lyon County Judge Executive, joined the PADD board in January 2011.  Judge White graduated with honors from the University of Kentucky with a Bacherlor of Arts degree in Political Science and a minor in History.  In his spare time, he enjoys hunting and fishing.

John Choat

Mayor of Eddyville

John Choat, Mayor of Eddyville, joined the PADD board in July 2018.  Mayor Choat has a two year degree in Commercial/Residential HVAC from West Kentucky Technical College.  He served as the Public Works Director for the City of Eddyville for eight years, retiring in 2015, and is currently a self-employed business owner of Choat’s Lawn Care.  He is a member of the First Baptist Church and Past Master, currently serving as Secretary, of JOPPA Masonic Lodge #167.  He enjoys fishing, hunting and spending time with his grandchildren. 

Denise Sutton

Citizen Representative / Board Secretary

Denise Sutton, Citizen Member, joined the PADD board in January 2014 and currently serves as the Board Treasurer.  She has a Bachelor of Science Business degree and a Master of Business Administration degree from Murray State University.  Denise is retired as the Lyon County Treasurer after serving in this capacity since 1995.  She is also the Lyon County District Extension Board Treasurer and is a member of the KY Association of County Treasurers and Finance Officers.

Lee F. Wilson

Citizen Representative

Lee Wilson, Citizen member, joined the paid PADD board in July 2017.  He serves as the Lyon County Attorney and Attorney with Wilson Law Firm, PLLC.  He received his College of Agriculture Bachelor of Science degree and College of Law, J.D. from the University of Kentucky.  Lee is President of the Lyon County Lyons Club, Board member of the Lyon County Senior Care Center, Lyon County Teen Court Coordinator, UK Young Alumni Council member, and serves on the District Committee on Ministry at the United Methodist Church.  He enjoys fishing, traveling and hunting.

Muhlenberg County

Curtis McGehee

Judge Executive

Curtis McGehee, Muhlenberg County Judge Executive, joined the PADD board in January 2019. Judge McGehee attended Mid-Continent Univeristy, is a graduate from the Department of Criminal Justice and Policy Academy, and was named the 2012 Sheriff of the Year by the Kentucky Sheriff’s Association. He enjoys fishing, hunting, hiking, and is a collector of pocket knives.

Jan Yonts

Mayor of Greenville

Jan Yonts, Mayor of Greenville, joined the PADD board in January 2015.  Mayor Yonts received her BS Degree in Elementary Education and Masters Degree in Education from Murray State University.  She is a retired Muhlenberg County teacher, served as the 3rd District Retired Teachers Board Vice President, and served on the Greenville City Council for 12 years.  She enjoys spending time with her grandchildren.

Tony Armour

Mayor of Central City

Tony Armour, Mayor of Central City, joined the PADD board in January 2019. Mayor Armour retired after serving 30 years as Muhlenberg County Coroner. He received training from the Department of Criminal Justice and is currently the owner of four businesses. He enjoys outdoor activities such as camping and fishing.

Gary Jones

Citizen Representative

Gary Jones has been a member of the PADD board since June 2003.  He is the Director of Business Development for the Muhlenberg Alliance for Progress.  He holds a BS Degree from Western Kentucky University and currently serves on the PACS Board of Directors and is Co-Chairman of the Greenville Toursim Commission  Gary is also Past President of the Muhlenberg Chamber of Commerce and was selected as the Muhlenberg Chamber of Commerce Citizen of the Year in 2014.  He enjoys NASCAR racing and classic cars.

Todd County

Todd Mansfield

Judge Executive

Todd Mansfield, Todd County Judge Executive, joined the   PADD board in July 2018.  Judge Mansfielld has a Finance Degree with a Minor in Economics from Western Kentucky University and enjoys playing golf and collecting old coins and antiques.

Arthur Green

Mayor of Elkton

Arthur Green, Mayor of Elkton, re-joined the PADD Board in January 2019. Mayor Green received his BS and MS Degrees in Agriculture Education form Murray State University. A former Todd County Judge Executive and Elkton City Council Member, he also served 33 years as an agriculture education teacher at Todd Central High School. He enjoys reading and traveling.

Scott Marshall

Citizen Representative

Scott Marshall, Citizen Member, has served on the PADD board since July 2012 and currently serves as PADD Board Chair. Scott received his certification as Emergency Management from Austin Peay State University and is a Tennessee licensed paramedic. He is retired Captain/Paramedic and former Mayor of the City of Guthrie. Scott enjoys shooting sports, hunting, and Kentucky basketball.

Jo Ann Holder

Mayor of Trenton / Citizen Representative

Jo Ann Holder, Mayor of Trenton, joined the PADD board in January 2015.  She has a Masters Degree in Education from Austin Peay State University and is a Todd County retired teacher of 29 years.  Jo Ann currently serves as the Vice President of the Todd County Retired Teachers Association, is Commissioner for Logan-Todd Regional Water, and a Commissioner member of the Todd County Industrial Foundation.  She enjoys playing golf, traveling, and cheering on the UK Wildcats.

Trigg County

Hollis Alexander

Judge Executive / Board Treasurer

Hollis Alexander, Judge Executive of Trigg County, joined the PADD board in January 2013.  Judge Alexander is an Eastern Kentucky University Police Academy graduate (1989) and he has 24 years of experience in law enforcement.  He served as the Chief of Police for the City of Cadiz for 16 1/2 years until his appointment as Judge Executive in 2013.  He has three children and enjoys hunting and fishing.

Brian Ahart

Mayor's Designee

Mr. Brian Ahart joined the PADD Board in September 2016.  Mr. Ahart is the City Clerk for the City of Cadiz.  He enjoys fishing, boating and watching his children play sports.

John Sumner

Citizen Representative

John Sumner joined the PADD board in March 2013.  He is the CEO of Trigg County Hospital.  He holds a Nursing Home Administrator’s License and received his Bachelor of Science from Murray State University.  John enjoys golf, hunting, boating and vacationing.

Stephanie Perry

Citizen Representative

Stephanie Perry joined the PADD board in July 2017.  She is a self-employed farmer and co-owner/operator of Vinson Farms.  Stephanie is a Murray State University graduate and holds a Bachelor of Science degree with a major in Business Education and a minor in Accounting.  She is Vice Chair on the Trigg County Hospital Board of Trustees and serves on the Trigg County Extension  Board, Trigg County Ag Committee, and Trigg County Farm Bureau Board.  She is very involved with her church as a Sunday School teacher and church treasurer and enjoys reading and spending time with her family.
