Kentucky Family Caregiver Program House Bill 380 was passed in the 2006 Kentucky legislative session to establish the Kentucky Family Caregiver Program. It was established so that low-income grandparents of any age could have access to assistance. (See the National Family Caregiver Support Program for assistance for older grandparents.) Currently grandparents of any age whose income is 150% or below the National Poverty Level, does not receive Kentucky Kinship Care payments for a grandchild (under age 18), and who does not live with the parent may qualify for services/funds. Currently relatives other than grandparents are not covered as is possible in the National FCS Program.
Services include assistance in accessing resources, information, training, and support groups. Funds are set at a maximum of $750 per year per grandchild. The exact amount is based on the need of the family and an agreement (in a plan of care with the KY FCP staff) as to what the money will be spent on. Possible expenditures are restricted to: clothing, school supplies, legal fees (related to custody), medical expenses (not covered by insurance and not co-pays), Respite (hiring someone to give the grandparent a break), and other one-time expenses if pre-approved. Funds are usually accessed through a voucher or other payment system but not direct payments to the grandparents.
